经济新常态下政府法治、善治、智治三维治理模式探析

政府和市场是市场经济体制下配置资源的两种制度安排。我国目前的经济改革是治理的创新和实践,如何构建更能适应改革发展新要求适应经济发展新常态的政府治理模式显得尤为重要。通过介绍政府治理理论及模式,我国政府治理模式的转变及存在的问题,从适应经济发展新常态新视角提出建立以法治、善治、智治为主要支撑的政府三维治理模式框架,提出依法治理、以保障民生为主要目的、以互联网及高科技等为手段的治理模式内容。

The government and the market are two institutional arrangements for the allocation of resources under the market economy system.China's current economic reform is the innovation and practice of governance.It is particularly important to build a governance model that can better adapt to the new requirements of reform and development and the new normal of economic development.Through the brief introduction of the governance theory and pattern,our country and existing problems of the transformation of the government governance mode,from a new perspective to adapt to the economic development of the new normal proposed by the rule of law,good governance,intellectual governance as the main support of the government three-dimensional framework control mode,proposed governance according to law,safeguard the people's livelihood as the main purpose,such as the Internet and high-tech content as the means of governance mode.
