“互联网+”环境下建设项目档案新型监管机制研究

本文旨在探讨建设项目档案在机构改革、“放管服”改革、“互联网+监管”以及《档案法》修订等新环境中遇到的问题及解决策略。通过构建以转变监管理念、创新监管方式和完善监管体系为核心,以多级联动、多元监管、多种手段为特征的新型监管机制,以期达到推进监管方式创新,变被动监管为主动监管,变传统监管为新型监管,提升建设项目档案质量的目的。

This article aims to discuss the problems and solutions encountered in the new environment of construction project archives such as institutional reform,'Internet+Regulation',and the revision of the'Archives Law'.This article establishes a new regulation mechanism with the core of changing regulatory concepts,innovating regulation methods,and improving regulation systems,and features multi-level linkage,multiple regulation,and multiple methods,to promote the innovation of regulation methods,change passive regulation to active regulation,and change tradition regulation to a new one,which improves the archival work of construction projects.
