党的十九届五中全会将科技自立自强提升到国家发展战略支撑的重要地位,是党中央在我国发展环境面临深刻复杂变化的情况下做出的重大战略研判。科技自立自强是"两个大局"下的必然选择,是科技领域的自力更生。目前,我国的科技自立自强尚存在一些不足,要切实做到加强党对科技工作的统一领导,建立核心技术攻关的新型举国体制;强化国家战略科技力量;提升企业技术创新能力;完善科技创新体制机制,激发人才创新活力;坚持科技自立自强与加强国际科技交流相结合五个方面,才能真正实现我国的科技自立自强。
