新时代中国经济发展方式转变的评价指标体系探讨

On the Evaluation Index System for the Transformation of China’s Economic Development Mode in the New Era

在新时代背景下,转变经济发展方式是适应中国经济迈向高质量发展阶段的必然要求。测度新时代中国经济发展方式转变的前提是在准确理解和把握新时代经济发展方式转变内涵的基础上,构建一套科学合理的评价指标体系。本文尝试基于习近平新时代中国特色社会主义经济思想,提炼了适应新时代发展要求的中国经济发展方式转变的内涵,进而从经济增长稳定、创新驱动发展、市场机制完善、经济结构优化、绿色发展、资源高效利用、人民生活美好七个维度构建了适应新时代更加全面和综合的经济发展方式转变的评价指标体系。该指标体系的特点是能比较好地体现了新时代经济发展方式转变的内涵及新时代发展要求,没有出现重复性的指标,指标数据大多比较容易通过统计年鉴直接获得。

In the context of the new era,switching the mode of economic development is an inevitable requirement to adapt to the stage of high-quality development of the Chinese economy.The premise of measuring the transformation of China’s economic development mode in the new era includes building up a set of scientific and reasonable evaluation index system on the basis of accurate understanding and grasp of the connotation of transforming economic development mode in the new era.This article attempts to refine the connotation of China’s economic development mode adaptable to the development requirements of the new era based on Xi Jinping’s socialist economic thinking with Chinese characteristics in the new era,and then constructs a more comprehensive overall evaluation index system from 7 dimensions,including stable economic growth,innovation-driven development,market mechanism improvement,economic structure optimization,and green development.The characteristics of the indicator system are:it better reflects the connotation of the new era of economic development;it more comprehensively reflects the development requirements of the new era;there is basically no indicator repetitions;most of the indicator data is relatively easy to obtain directly through the statistical yearbook.
