健全中国特色应急管理体系的思考

Thoughts on Improving Emergency Management System with Chinese Characteristics

新冠肺炎疫情爆发和大流行使突发公共卫生事件应急管理体系得到关注和重视,同时应急管理体系再次成为争论焦点。通过对应急管理体系发展和文献研究,提出以坚持总体国家安全观为统领,在国家体系和公共安全体系框架下,以“三制两案”建设完善为核心,以应急管理组织体系和预警机制完善为重心,健全中国特色应急管理体系。

Novel coronavirus pneumonia outbreak and pandemic have attracted public attention in public health emergency management system and meanwhile,emergency management system has become the focus of debate again.Based on the research on the development of emergency management system and literatures,it is proposed to improve the emergency management system with Chinese characteristics under the framework of the national system and public security system,with holistic view of national security as the leading,the construction and improvement of"three systems,plans and cases"as the core,and the improvement of the emergency management organization system and early warning mechanism as the focus.
