文章分析了瓜达尔的发展条件和环境,以《瓜达尔智慧港城总体规划(2017—2050)》的巴基斯坦期望及发展愿景为导向,提出瓜达尔近期5年补短板,实行聚焦性开发;中期10年打基础,实施多元化发展;远期15年促提升,实现城市发展目标的整体发展路径,为规划方案的制定提供依据。

Based on an analysis of the development conditions and environment of Gwadar city,as well as the expectations and visions of Pakistan,the paper proposes Gwadar strengthen points of weakness and make compact developments in 5 years,achieve diversified development in 10 years,realize overall development in 15 years,and provides foundation for the compilation of Gwadar Smart Port City Master Plan.
