摘要
随着人工智能、大数据、云计算、区块链等新兴技术与教育领域不断融合,人类步入智能教育时代。加强智能教育研究,构建新型教育治理体系,对推进我国教育治理体系和治理能力现代化具有重要意义。明确人工智能视域下教育治理的内涵和特征,有利于我们认清当前教育治理面临的现实挑战。智能教育时代引发人们对教育数据安全与质量问题的担忧,教育领域面临教育伦理与法规建设滞后等挑战。为迎接智能教育时代的到来,应构建规则强化智能治理顶层设计,公私兼顾变革教育治理组织结构,明晰权责形成多元协同治理格局,系统设计完善教育治理法制体系,合作共赢探索融合创新育人模式,为实现我国教育治理体系和治理能力现代化提供发展思路。
With the continuous integration of new technologies such as artificial intelligence, big data, cloud computing, blockchain and various fields of education, human beings have stepped into the era of intelligent education. It is of great significance to strengthen the research and development of education and build a new education governance system in the era of intelligence, so as to promote the modernization of China’s education governance system and governance ability. Based on the theory of public governance, we can make clear the connotation and characteristics of education governance from the perspective of artificial intelligence, which is more conducive to our understanding of the current challenges of education governance. The era of intelligence has raised people’s concerns about the safety and quality of education data in the field of education governance. The existing education evaluation methods cannot meet the needs of intelligent education, as well as the challenges such as the lag in the construction of lifelong learning education system, education ethics and laws and regulations. In order to meet the challenges of education governance in the era of intelligent education, we should build rules to strengthen the top-level design of intelligent governance, change the organizational structure of education governance both public and private, systematically design the legal system of education governance, clarify the rights and responsibilities to form a multi-collaborative governance pattern, explore and integrate the innovative education mode in a win-win way, and create an ecological circle of education governance in the era of intelligent education, thus to provide development ideas for the realization of modernization of education governance system and governance capacity in China.
