摘要
以动态规划原理切入基础设施建设价值工程,从全寿命周期视角动态认识功能与成本,提出准确的功能规划可有效降低社会使用成本与工程费用,提高基础设施价值。建立资源投入策略的动态规划模型,分析认为动态规划原理下资源投入策略优化过程即为基础设施建设的价值工程过程,证明了动态规划下价值工程实现了社会使用成本与工程费用最低,有效控制了全寿命周期成本。同时研究过程也为经典价值工程发展探索出新的方向,即动态认识功能成本以提高价值。
Considering the value engineering of infrastructure construction based on the dynamic planning,the paper dynamically recognizes the function and cost from the perspective of the life cycle,and proposes that accurate function planning can reduce the social cost and the total cost of the project,and increase the value of infrastructure.By establishing a dynamic programming model of resource investment strategy,the paper believes that the optimization process of resource investment strategy under the principle of dynamic programming is the value engineering process of infrastructure construction and proves that value engineering under dynamic planning can achieve the lowest social cost and total project cost,and effectively control life-cycle cost.The research also explores a new direction for the development of classic value engineering,ie,to dynamically recognize functional costs to increase value.
