Analysis of the Institutionalization and Standardization of Confidentiality Management

北京航天长征飞行器研究所(以下简称研究所)适应发展要求,深入研究和把握在新形势下保密工作所面临的特点、规律,以武器装备科研生产单位保密资格标准(以下简称保密资格标准)为基础,现代系统管理的科学理论为引导,构建了具有研究所特色的保密管理体系。通过体系十年(2011年-2020年)的有效运行,系统地控制了研究所保密风险,实现了保密管理的标准化与制度化,探索出一条行之有效的保密管理新路,为实现保密工作转型升级奠定了坚实的基础,为研究所发展战略目标的实现提供了有力的保障。

Beijing Aerospace Long March Vehicle Research Institute(referred to as the Institute)adapts to the development requirements of the military industry research institute,conducts in-depth study on the characteristics and laws of confidentiality work in the new situation based on the confidentiality qualification standards for weapons and equipment research and production enterprises(referred to as secrecy qualification standards).Guided by the scientific theory of modern system management,a confidential management system with the characteristics of the Institute has been constructed.Through the effective operation of the system for ten years(2011-2020),the confidentiality risks of the Institute have been controlled systematically,the standardization and institutionalization of confidentiality management have been realized,and an effective new way of confidentiality management has been explored for the realization of confidentiality work.The confidentiality management system lays a solid foundation for the upgrading of confidentiality work,providing a strong guarantee for the strategic goals realization of the Institute.
