乡村公共文化服务可及性:指标体系设计与评价应用

Accessibility to Public Culture Service in Rural Area:Index System Construction and Evaluation Application

提升乡村公共文化服务可及性,对于推进城乡基本公共服务均等化、助推乡村文化振兴具有重要意义。文章结合国内外“可及性”的概念内涵与评价维度,构建了包含可得性、可达性、可负担性、可接受性、可适应性等五个维度的乡村公共文化服务可及性评价指标体系。北京650位村民样本评价结果显示,北京乡村公共文化服务可及性水平得分为62.01分,接近“一般”水平。文章最后从突出村民主体地位、创新服务模式、制定公共政策等方面提出相关政策启示。

Improving access to public culture service in rural area is significant to promote the equalization of basic public services in urban and rural area,and also important to boost rural culture revitalization.The article combines the conceptual connotation and evaluation dimensions of“accessibility”at home and abroad,and constructs the evaluation system of accessibility to rural public cultural services including five dimensions:availability,accessibility,affordability,acceptability,and adaptability.The evaluation results of a sample of 650 villagers in Beijing showed that the accessibility level of public cultural services in Beijing’s rural areas scored 62.01 points,close to the“average”level.Finally,the article puts forward relevant policy enlightenment from highlighting the status of village democracy,innovating service models,and formulating public policies.
