乡村社会治理共同体理念作为治理领域的一种新提法,指向乡村治理“价值—组织—行动”的逻辑耦合,嵌套于国家治理能力现代化建构的宏大叙事之中。从实践逻辑来看,乡村社会治理共同体的构建面临由价值认知偏差引发的认同困境、利益博弈激烈引致的融合困境和治理技术不足带来的行动困境。要以党的全面集中统一领导为基础,以塑造共同价值为核心,以推动主体耦合为方式,以现代治理技术为保障,形塑“党建引领、主体耦合、三治融合、技术承托”的乡村治理共同体。

It is necessary to know that the concept of rural social governance community,as a new formulation in the field of governance,points to the logical coupling of“value-organization-action”of rural governance,and is nested in the grand narrative of the modernization construction of national governance capacity.However,according to the practical logic,the construction of rural social governance community faces the identification dila caused by the deviation of value cognition,the integration dila caused by the fierce interest game and the action dila caused by the lack of governance technology.It is necessary to take the overall centralized and unified leadership of the Party as the foundation,mold common values as the core,promote subject coupling as the way,take modern governance technology as the guarantee,and shape the rural governance community of“Party building leading,subject coupling,integration of three governance and technical support”.
