鉴江流域水资源分配10周年效益评估 被引量:3

摘要 鉴江是粤西沿海地区最大的河流,流域内水资源供需矛盾十分突出。为缓解流域水资源紧张局势,支撑经济社会可持续发展,2010年广东省政府颁布了《鉴江流域水资源分配方案》。该文对方案颁布后10 a内的执行效果和产生的效益进行分析评价。执行效果方面,茂名和湛江两市的用水总量得到有效控制,重要控制断面最小下泄流量满足要求,水质控制断面达标率逐步提升。效益方面,分水方案保证了流域内经济社会发展对水资源的需求,优化了水资源管理体制机制,保护了流域水生态环境。评估分水方案执行效果和效益,有利于科学总结有益经验,针对新生问题进行有效调整,更好地服务于地区经济社会高质量发展,为其他流域开展水量分配工作提供借鉴。 Jianjiang River is the largest river in the west coastal area of Guangdong province.In order to support sustainable economic and social development,the Guangdong Provincial government issued the Resource Allocation Plan of The Jianjiang River Basin in 2010.This paper analyzes and evaluates the implementation and the benefit of the Plan in ten years.Within ten years,the water quantity control of Maoming and Zhanjiang has been well controlled,the requirements of flow and water quality in important control sections are almost satisfied.Within ten years,the GDP and population in Jianjiang Basin have increased,their water demand has been met.Moreover,water resource management system and mechanism have been further improved,and the water ecological environment in the basin has been improved.The evaluation of the implementation effects and benefits of the Allocation Plan is conducive to get useful experience.It also help for the Allocation Plan adjustment considering new problems to provide better service for regional economic and social development,and provide reference for other river basins to carry out water distribution work.
