Interpreting and Implementing Policy to Strengthen the Immediate Management of COVID-19 Prevention and Control in Community

新型冠状病毒肺炎(COVID-19,以下简称“新冠肺炎”)暴发以来,社区成为公共卫生防控的关键。探讨社区落实防控政策和构造防御防线的实践,对疫情防控至关重要。本文梳理了上海市长宁区华阳街道社区卫生服务中心在面对疫情时快速响应和应对的具体做法,包括制定《居家医学观察首访须知》《居家隔离对象分类转运规范》和《居家隔离对象生活垃圾处置流程》,不断完善社区服务路径,以及通过家庭医生、“云培训”课程和社区舆情防控实现群策群力,促进政策的落地落实。社区卫生服务中心以细化职责和全员参与的方式,充分发挥了社区在疫情防控中的“网底”作用,真正打通了人民健康保障的“最后一公里”。这些措施为社区如何在全面打赢新冠肺炎疫情防控战中发挥不可替代的作用做出了积极探索,为其他地区的疫情防控工作提供了参考。

Since the outbreak of COVID-19,communities have become the key to prevent and control the public health emergency.It is very important for the epidemic control to explore how to implement policies and strengthen capacity-building in communities.This paper combes the specific measures practiced by Huayang Community Health Care Center,Changning District,Shanghai in response to COVID-19.A series of norms were proposed to constantly improve the community service path,including First Visit Notice of Home Medical Observation,Classification and Transfer Specification of Home Isolated Patients,and Disposal Process of Domestic Garbage of Home Isolated Patients,constantly improving the community service path,and through family doctor,“Cloud Training”courses,and community public opinion prevention and control to achieve collective wisdom and efforts to promote the implementation of the policy.The center has fully played the role of the community in the prevention and control of epidemic situation by means of detailed responsibilities and full participation,and really opened up the“Last Mile”of people’s health protection.These measures play a role in the prevention and control of the outbreak of COVID-19,has played an irreplaceable role in the prevention and control of other areas of epidemic prevention and control work provides a reference.
