电子签章在交通运输行政执法领域的研究与应用

随着信息化技术、互联网以及智能终端设备的快速发展,对交通运输行政执法行业的效率、科技化程度等都提出了新要求。《交通运输行政执法程序规定》(中华人民共和国交通运输部令2019年第9号)文件[1]对电子数据、电子送达等做出了明确的规定,为满足电子签章与签名等需求,需借助电子签章等技术实现在执法文书、审批单等内容上电子盖章与执法人员签名,实现交通运输行政执法电子化智能办案目标。

With the rapid development of information technology,the Internet and intelligent terminal equipment,new requirements have been put forward for the efficiency and technological level of the transportation administrative law enforcement industry.The"Procedures for Administrative Law Enforcement Procedures for Transportation"(Order No.9 of the Ministry of Transport of the People's Republic of China,2019)document clearly stipulates electronic data,electronic delivery,etc.,in order to meet the needs of electronic signatures and signatures,It is necessary to use electronic signatures and other technologies to realize electronic seals and signatures of law enforcement officers on law enforcement documents,approval forms,etc.,to achieve the goal of electronic and intelligent case handling of transportation administrative law enforcement.
