农民用水协会管理运行模式研究

随着农业用水精细化管理的深入,农村相继成立了农民用水协会,农民用水协会管理模式研究显得尤为必要。本文在对农民用水协会管理模式概念初步界定的基础上,从农民用水协会开展的活动所包含的计划、组织、领导和控制四大环节上,同时从组织管理理念、组织结构和规则、决策和领导机制、管理方法和流程四个要素上构建了农民用水协会管理运行模式。

With the deepening of the fine management of agricultural water use,farmers,water associations have been established in rural areas,and it is particularly necessary to study the management model of farmers,water associations.This article is based on the concept of the management model of Farmers,Water Association,establishs the management and operation mode of Farmer,Water Association from the four major links of planning,organization,leadership and control included in the activities of the Farmer,Water Association,and also,from the four elements of organizational management philosophy,organizational structure and rules,decision-making and leadership mechanisms,management methods and processes.
