本文分析了在设区的市制定地方标准的新政策下,上海作为直辖市,在各区不具备制定地方标准法定权限的情况下,通过赋予市有关行政管理部门、区人民政府制定地方标准化指导性技术文件的路径,解决需要统一技术要求的问题。

According to The Standardization Law of China,the city divided into districts shall be authorized to develop local standards.Shanghai is a municipality directly under the Central Government,but the 16 districts in Shanghai do not have the legal authority to develop local standards.As there is an urgent need to develop relevant standards and unify technical requirements,the system design of Shanghai standardization guiding technical documents shall solve the above problems.
