当前,中国已进入构建更高水平开放格局的新阶段。受世界经济低迷、全球产业链和供应链遭受冲击、保护主义与单边主义持续升温等因素的影响,中国对外开放面临更加错综复杂的国际环境,构建更高水平开放格局面临新的风险和挑战。同时,新的国际形势也为完善国内产业链、推动新业态新模式新产业加速成长、深化"一带一路"国际合作和提升全球经济治理话语权创造了新的条件和机遇。为应对国际形势的新变化,当前中国要不断夯实构建更高水平开放格局的国内基础,以国内高质量发展带动更高水平对外开放。

At present, China has entered a new stage of building a higher-standard opening-up pattern. Affected by factors such as the global economic downturn, global industrial and supply chains shocks, the continuous rise of protectionism and unilateralism, China’s opening-up is facing a more complicated international environment, and the construction of higherstandard opening-up pattern is facing new risks and challenges. At the same time, the new international situation has also created new conditions and opportunities for improving the domestic industrial chain, promoting the accelerated development of new forms of businesses, new models and new industries, deepening the Belt and Road international cooperation, and enhancing the discourse power in global economic governance. In order to adapt to the new changes in the international situation, it is necessary for China to continuously consolidate the domestic foundation for building a pattern of higher-standard opening up, and promote a higher-level opening-up with the domestic high-quality development.
