摘要
人才是第一资源,也是创新活动中最为活跃、最为积极的因素,对经济发展具有深远影响。伴随人才资源在经济发展中的地位日益凸显,我国各地的“抢人大战”也如火如荼,聚焦武汉,选取其2000-2019年的时间序列数据进行了带虚拟变量的多元回归分析及中介效应检验,研究自2000年以来武汉市实施的系列人才政策对经济发展带来的影响,并实证分析武汉市于2017年实施百万大学生留汉人才新政对经济发展产生的效度和作用,结果表明:人才量和人才质量对武汉市经济发展具有明显的正向影响,但也因长效机制不足而导致一些波动。在此基础上,提出相关政策建议以更好地推动武汉市人才工作迈入新的台阶、经济发展步入更高质量的发展阶段。
Talent is the primary resource,and also the most active and active factor in innovation activities,and has a profound impact on economic development.As the status of human resources in economic development has become increasingly prominent,the“grabbing wars”in various parts of our country are also in full swing.This article focuses on Wuhan and selects its time series data from 2000 to 2019 to conduct multiple regression analysis with dummy variables and mediation effects.Test,study the impact of the series of talent policies implemented by Wuhan City since 2000 on economic development,and empirically analyze the validity and effect on economic development from Wuhan's implementation of the New Deal for Retaining One Million Wuhan's University Graduates in 2017.The results show that the amount of talents and the quality of talents have an obvious positive impact on the economic development of Wuhan,but they also cause some fluctuations due to insufficient long-term mechanisms.On this basis,relevant policy recommendations are put forward to better promote Wuhan's talent work to a new level and economic development to a higher-quality development stage.
