科研项目在形式审查阶阶段,系统按照限项核查规定对项目进行核查,许多项目申报者因为重复申报导致形式审查不合格,所有申报项目全部作废。由于形式审查不合格未能进入网络评审,给科研人员造成了困扰,为了减轻科研人员负担,研究在项目申报开始阶段实现限项核查,避免因为重复申报导致项目作废。

In the stage of formal review,scientific research projects are systematically checked according to the regulations of limited item review.Many project applicants fail to pass the formal review due to repeated application,and all the applied projects are invalid.Due to the failure of formal review to enter the network review,it will cause trouble to the researchers.In order to reduce the burden of researchers,the limited item check is implemented at the beginning of project application to avoid project invalidation due to repeated application.
