黑龙江省地下水环境管理现状研究

Current Status and Suggestions of Groundwater Environment Management in Heilongjiang Province

2019年,地下水在黑龙江省供水量中占43.6%,在保障城乡居民生活生产用水,促进经济社会发展中发挥着重要作用。从目前全省地下水环境管理现状来看,相关政府部门职责在2018年末做了较大程度调整,管理的法律法规体系不健全,部门间的信息共享机制尚未形成,对全省地下水环境基础状况调查也只呈现点状,还未全面铺开,存在诸多问题。最后,在推进黑龙江省地下水环境管理立法、地下水监测点位选择、协同地下水和土壤污染治理、信息共享机制建立等方面对黑龙江省地下水环境管理提出对策和建议。

This paper expounds the current situation of groundwater management in detail from the aspects of laws and regulations,the responsibilities of government departments,and the construction of groundwater monitoring network.The investigation of basic groundwater environment was carried out in Heilongjiang Province to analyzes the existing problems The countermeasures and suggestions are put forward for the management of groundwater environment in the aspects of legislation,selection of groundwater sampling spots,cooperated treatment of groundwater and soil pollution,and construction of information sharing mechanism.
