Analysis on Game Behavior Between Government and Peasants in Grass-Roots Governance in Developed Areas

在发达地区基层治理实践中,政府运用组织吸纳、制度整合和程序规制的行动策略嵌入农村社会,农民则借助冷漠敷衍、搁置议程和公开维权的行为选择拓展自治空间。政府的行动策略受到维稳压力、财政激励、政治晋升和秩序偏好等综合因素影响,农民的行为选择则由生存安全需求、经济利益需要和社会权利诉求等多重条件约束。在基层治理进程中,政府和农民之间并非绝对控制与被动支配的零和博弈关系,而是呈现出竞争冲突与合作妥协并存的互动博弈形态,这种互动博弈样态处于具体的、历史的制度环境当中,并具有自身运行机理。在基层治理现代化建设目标要求下,政府需要强化公共性治理理念,积极探索标准化治理路径,推进实现政府行政力量与农村自治力量之间的动态均衡,推动基层治理范式升级转换。

In the process of grass-roots governance practice in developed areas,the government uses the action strategy of organizational absorption,institutional integration and procedural regulation to embed the rural society,while the peasants choose to expand the autonomous space with the help of apathy and perfunctory,agenda shelving and public rights protection.The government’s action strategy is influenced by the comprehensive factors such as stability pressure,financial incentive,political promotion and order preference,while the farmer’s behavior choice is restricted by the multiple conditions such as survival security logic,economic benefit need and social rights demand.In the process of grass-roots governance,the relationship between government and farmers is not a zero-sum game of absolute control and passive domination,but rather a competition conflict and cooperation co-existence of interactive game form,this interactive game model in the specific,historical institutional environment,and has its own operating mechanism.Therefore,under the goal of the modernization construction of grass-roots governance,the government needs to strengthen the concept of public governance,actively explore the path of standardized governance,promote the realization of the dynamic balance between government administrative forces and rural self-government forces,and then promote the transformation of grass-roots governance paradigm.
