From the perspective of promoting the national ecological civilization construction strategy,this paper puts forward the argument that cement capacity decrease includes the removal of excess capacity,low value capacity and backward capacity.It also points out that the cement capacity decrease requires the collaborative promotion of multi departments of the government and the guidance of industrial policies.The task of capacity decrease is long-term.It is necessary to support the market-oriented innovation mode and promote the high-quality development of the cement industry.
