论建立进出口危险化学品管理协作机制的必要性

Brief Study of the Necessity of Establishing Coordination Mechanism for Importation and Exportation of Hazardous Chemicals

作为危险化学品流通以及全生命周期的重要环节,进出口受到的关注度与日俱增。目前政府管理体系中涉及部门较多,需要登记或办理的业务各不相同。部门间职能衔接不够紧密,缺乏沟通渠道与信息交换平台,口岸查验等工作尚未实现“三个一”,危化品进口登记尚未全面开展等诸多问题亟待解决。未来各部门应加强合作,建立完善的进出口危险化学品管理协作机制,探索执法活动的互助互认,相关查验方式由“串联”变为“并联”,为相关企业和服务对象提供更为便捷的一体化通关。

As an important component of hazardous chemicals circulation system,the concern of the import and export of hazardous chemicals is keep growing.As it involves the business scopes of different government departments,the related registration or application varies.The current functions links between the departments are not tight enough,lacking communication channels and information exchange platform.Port inspection and other work are not yet achieved the"Three Integrations"for one time clearance,import registration of hazardous chemicals are not yet fully operated,left many problems need to be solved.In future,departments should strengthen cooperation and explore the law enforcement activities of mutual recognition and mutual assistance,the relevant inspection mode changed from"tandem"to"parallel"to provide more convenient integration of clearance for clients,establish and improve the import and export of hazardous chemicals coordination mechanism.
