基于三方博弈的政府购买社区卫生服务绩效优化研究

Research on Performance Optimization of Government Purchasing Community Health Services Based on Tripartite Game

政府购买社区卫生服务作为构建公共卫生服务体系的重要方式,是满足人民群众医疗卫生需求的现实需要,是政府加快职能转变,深化放管服改革的必然要求。通过构建“政府-社区卫生服务机构-公众”三者之间的演化博弈模型,对影响三个博弈主体方行为策略选择与演化的因素进行深入分析,结果表明,每方的博弈主体都受另外两个主体合作概率影响而呈现出不同的结果。为了优化政府购买社区卫生服务绩效,必须营造良好的服务环境,提高政府和社区卫生服务机构的合作收益,并增加公众的获得感。

As an important way to build a public health service system,the government's purchase of community health services is to meet the actual needs of the people's medical treatment and health,and is an inevitable requirement for the government to accelerate the transformation of its functions and to deepen the reform of decentralization,management and service.By constructing an evolutionary game model between the"government-community health service organization-the public",this paper conducts an in-depth analysis of the factors that affect the choice and evolution of the behavioral strategies of the three game players.The results show that each game playing subject is affected by the probability of cooperation of the other two.In order to optimize the performance of the government's purchase of community health services,it is necessary to create a good service environment,increase the benefits of cooperation between the government and community health service agencies,and enhance the sense of gain on the part of the general public.
