区块链技术赋能民族地区市域社会治理现代化的制度逻辑与创新路径

THE INSTITUTIONAL LOGIC AND INNOVATIVE PATH OF BLOCKCHAIN TECHNOLOGY EMPOWERING THE MODERNIZATION OF MUNICIPAL SOCIAL GOVERNANCE IN ETHNIC REGIONS

近年来伴随着城市化进程和大数据、人工智能技术的飞速发展,推进市域社会治理现代化成为贯通国家治理体系的有力抓手和重要载体。党的十九届四中全会确立了构建基层社会治理新格局的战略目标,并提出了加快推进市域社会治理现代化的具体措施和行动指南。新时期民族地区全面推进市域社会治理现代化,一方面亟需明晰区块链技术与民族地区市域社会治理现代化深度融合的理论蕴含、制度逻辑与技术场景;另一方面也需要因应民族地区的实践场景与治理目标,从技术赋能—权力下沉—精准识别—数字正义的多重逻辑耦合中洞悉区块链技术赋能民族地区市域社会治理现代化的精准匹配、创新路径与规范回应。谋求区块链技术赋能民族地区市域社会治理现代化的路径跃升同时也需要从规范层面回应区块链技术赋能民族地区市域社会治理现代化的法律实现机制,达致赋权增能的制度目标。

In recent years,with the rapid development of urbanization,mega data,and AI tech⁃nology,the promotion of the modernization of municipal social governance has become powerful means and importance carrier to ameliorate national governance system.The Fourth Plenary Session of the 19th CPC Central Committee has set the strategic goal to construct new patterns of social governance at grass-roots levels and proposed the concrete measures and action guides to rapidly push forward the modernization of municipal social governance.In the new era,the advance of the modernization of municipal social governance in ethnic regions needs,on the one hand,to make clear the theoretical connotation,institutional logic,and technologic scenario in terms of the deep in⁃tegration of blockchain technology and the modernization of municipal social governance in ethnic re⁃gions;on the other hand,to understand thoroughly the accurate match,innovative path,and stan⁃dard interaction of multiple logic-coupling from technology empowerment,power sinking,accurate recognition,to digital justice with regard to the empowerment of blockchain technology on the mod⁃ernization of municipal social governance according to the practice scenarios and governance objec⁃tives in ethnic regions.At the same time,the exploration of path promotion of blockchain technolo⁃gy's empowerment on the modernization of municipal social governance in ethnic regions also needs to respond to the legal institution from the aspect of standardization,realizing the institutional goal of empowerment and ability-enhancement.
