全面实施预算绩效管理是推进国家治理体系和治理能力现代化的内在要求。近年来,按照中央部署,各地逐步建立预算绩效相关制度体系,但仍存在预算绩效的管理体系有待进一步健全、管理链条有待进一步完善、市县改革进程有待进一步提速、部门间职责划分有待进一步明确等问题,需要加快制定标准制度、完善关键环节、统筹各方力量、衔接工作部署和建设专业队伍,全面推进预算绩效管理改革进程。

The full implementation of budget performance management is an inherent requirement for promoting the modernization of the national governance system and governance capabilities.In recent years,in accordance with the deployment of the central government,various localities have gradually established budget performance-related systems,but there are still problems that the budget performance management system needs to be further improved,the management chain needs to be further improved,the reform process of cities and counties needs to be further accelerated,and the division of responsibilities between departments needs to be further clarified.It is necessary to speed up the formulation of standards and systems,improve key links,coordinate all forces,connect work deployment and build professional teams,and comprehensively promote the process of budget performance management reform.
