制度变迁、认知偏差与农户耕地利用行为

Institutional Change,Cognitive Bias and Arable Land Use Behavior of Farmers

农户是耕地资源的直接使用者,他们的耕地利用行为决定耕地保护绩效的高低。农户耕地利用行为受农户认知水平的控制,制度则通过增强或改变农户认知水平作用于农户耕地利用行为。受自动思维、社会思维、心智模型思维的支配,农户在耕地认知上容易出现偏差,而农村土地制度变迁增强了农户对耕地短期经济价值的认知,在内部变量及外部变量的共同影响下,农户采取破坏耕地资源系统可持续发展的行为。虽然耕地保护制度通过明确禁止农户的某些耕地利用行为或通过经济补偿等政策工具引导农户产生有利于耕地资源系统的行为,但还需从提高农户认知水平的角度,综合运用多样化的耕地保护政策工具,以激发农户耕地保护的内在动力。

Farmers are the direct users of arable land resources,and their use behavior determines the performance of the arable land protection.Arable land use behavior of farmers is affected by their cognitive level,and the institution acts on farmers’use behavior by enhancing or changing their cognitive level.Dominated by automatic thoughts,social thinking,and mental model thinking,farmers are prone to deviations in their arable land cognition.The changes in the rural land system enhance farmers’perception of the short-term economic value of arable land.Under the combined influence of internal and external variables,farmers take actions that destroy the sustainable development of the arable land resource system.Although the arable land protection system explicitly prohibits certain land use behaviors of farmers or guides farmers to produce behaviors that are conducive to the arable land resource system through policy tools such as economic compensation,it is necessary to comprehensively apply the diversified policy tools to stimulate the inherent motivation to protect arable land from the perspective of improving farmers’cognitive awareness.
