最低工资标准、政府创新干预与城市产业结构升级——来自我国279个地级市的经验证据

Minimum Wage Standard,Government Innovation Intervention and Industrial Structure Upgrading:Empirical Evidence from 279 Prefecture-level Cities in China

城市产业结构的演进升级受产业发展政策影响,文章在系统阐释最低工资制度与政府创新干预政策影响城市产业结构升级的内在机制基础上,使用我国2003-2018年地级市面板数据,采用多种模型对两政策的影响效应进行回归分析。回归结果显示:最低工资制度和政府创新干预对产业结构升级存在显著的正向效应,最低工资上涨可以通过消费促进和“倒逼”创新促进结构升级,同时最低工资标准提升与城市产业结构升级之间还存在显著的倒“U”型关系;最低工资标准与政府创新干预的实施存在政策间的抑制作用;分地区回归和稳健性分析也支持上述研究结论。适宜的最低工资水平有助于推动城市产业体系的结构跃升,而具体政策实施也应注重政策协调,减少摩擦成本,提高结构转型政策的干预效果。

Industrial policies can affect industrial structure evolution and upgrading.Based on the systematic explanation of the internal mechanisms that the minimum wage system and government innovation intervention policies affecting the upgrading of urban industrial structure,the prefecture-level city panel data from 2003 to 2018 and different models are used to analyze the policy impact effects of these industrial policies by regression analysis.The results indicate that both minimum wage system and government innovation intervention have significant positive impacts on industrial structure upgrading,the rise of minimum wage standard promotes the industrial structure upgrading by motivating consumption and forcing innovation,and minimum wage standard has a significant inverted U shape relationship with industrial structure upgrading;in addition,there are synergistic inhibition mechanisms between the two industrial policies;regional regression results and robustness tests also support the above conclusions.An appropriate minimum wage standard can promote the urban industrial structure system,meanwhile,the policy implementation should emphasize the coordination between different policies,reduce the friction cost and enhance the intervention effect of industrial structural policies.
