自媒体政治参与:在读懂“无序”中发现“有序”通途——基于制度体系建设的视角

随着网络信息技术的发展,自媒体应运而生,政治参与方式也因此发生历史性变革。自媒体政治参与日趋繁荣的缘由主要在于四个层面技术层面是政治文化变迁赶不上网络技术发展,习惯层面是传统的政治参与渠道和形式落后于时代需要,政府层面是基层治理能力存在不足之处,社会层面是经济和教育进步激发了政治参与热情。自媒体政治参与在发挥积极作用的同时,也有四类无序风险一是存在非理性行为,二是易为投机者操纵,三是有时会放大对立情绪,四是可能助长非法政治活动。自媒体政治参与领域应构建合理的制度体系,从而消解无序风险,推动有序发展。

With the development of network information technology,We Media came into being,which led to the historic change of the way of political participation.The reasons for the prosperity of We Media political participation mainly lie in the four aspects the technical aspect is that the change of political culture cannot catch up with the development of network technology;the customary aspect is that the traditional way and forms of political participation lag behind the needs of the times;the government aspect is that the grass-roots governance capacity is inadequate;the social aspect is that the economic and educational progress has inspired the enthusiasm of political participation.It should be noted that while We Media political participation plays a positive role,there are also four types of disorderly risks first,there are irrational behaviors;second,it is easy to be manipulated by speculators;third,it sometimes amplifies opposing emotions;fourth,it may encourage illegal political activities.In the field of We Media political participation,We should construct a reasonable institutional system to eliminate the risk of disorder and promote the orderly development.
