为了充分发挥监理单位在质量控制中的作用,同时创新质量监管方式,提升政府监管效能,从2017年开始,住房和城乡建设部开展了监理单位向政府报告质量监理情况的试点工作。以监理行业转型升级为契机,结合住房和城乡建设部近年开展的工程质量治理、提升行动以及近3年的监理报告制度试点工作实践,就目前监理行业环境下对开展质量监理报告工作的影响、监理报告制度实施中存在的问题及原因、完善质量监理报告制度的措施和建议等方面进行阐述,希望对质量监理报告制度的全面实施及健康发展提供参考。

In order to give full play to the role of supervision companies in quality control,innovate quality supervision methods and improve the efficiency of government supervision,the Ministry of Housing and Urban-rural Development has carried out a pilot work of supervising companies reporting quality supervision to the government since 2017.To supervision industry transformation and upgrading as an opportunity,combined with the ministry in recent years to carry out the project quality management,improve operation and supervision report system pilot in nearly three years working practice,the current supervision industry environment impact on the work of quality supervision report,the problems existing in the supervision report system and their causes,measures and suggestions to perfect the system of quality supervision report,etc.,hope to the comprehensive implementation of the quality supervision report system and the healthy development to provide the reference.
