The Generation Logic and Connotation Evolution of China’s Internet Order

无论作为“现实”抑或“知识”,网络秩序观念的生成都离不开特定的社会情景。中国网络秩序观念演变的总体趋向,是从“硬安全”向“软安全”转化、从严格秩序意义上的“内容管理”向泛秩序意义上的“生态治理”转变。网络秩序观念不仅具有社会动员的价值功能,而且为社会行动的实现发挥了“纽带”作用。网络秩序应是“进化过程的产物”,而非由单方做出的“刻意的安排”。从长远来看,构建协同共治的网络秩序格局,实现公共利益最大化,是中国推进网络治理能力和治理体系现代化的必由之路。

Whether as a“realistic”or“knowledge”,the generation of the concept of network order cannot be separated from a specific social situation.The general trend of the evolution of China’s concept of network order is the transformation from“hard security”to“soft security”,from“content management”in the sense of strict order to“ecological governance”in the sense of general order.The concept of network order not only has the value function of social mobilization,but also plays a“link”role for the realization of social actions.The network order should be a“product of an evolutionary process”,not a“deliberate arrangement”made unilaterally.From a long-term perspective,building an orderly pattern of coordinated co-governance and maximizing public interests is the only way for China to modernize its network governance capabilities and governance system.
