粤港澳大湾区创新创业政策量化分析

Quantitative Analysis of Financial Policy Changes for Innovation and Entrepreneurship in the Greater Bay Area

基于政策工具视角,以粤港澳大湾区双创政策的文本作为研究案例,运用UCINET和SPSS软件进行共词量化政策文本,分析2008-2019年变迁特点。探讨大湾区双创政策连续性、创新创业环境等问题。政府在市场失灵情况下发挥重要的“指路人”角色,应更多着眼于政策文本内容,通过创新创业政策文本上展现经济建设的未来走势,引导双创主体的行为预期,从而促进大湾区经济平稳、有序发展。

Based on the perspective of policy tools,we take the text of the entrepreneurship and innovation policy in the Guangdong-Hong Kong-Macao Greater Bay Area(hereinafter referred to as the"Greater Bay Area")as the case study,and use UCINET and SPSS software to quantify the policy text,as well as attempt to analyze the characteristics of the policy text from 2008 to 2019.The research shows that the problems in the Greater Bay Area,such as the lack of policy continuity,the low frequency of combined policy tools and the separation of innovation and entrepreneurship,need to be solved urgently.At the macro level,the government plays an important role of"guiding the way"in market failure.It should focus more on the content of the policy text,show the future trend of economic development through the text of the innovation and entrepreneurship policy,and guide the behavioral expectations of mass entrepreneurship and innovation,so as to promote the stable and orderly development of the Greater Bay Area economy.
