环境规制对中国地区工业绿色生产率的影响研究——基于动态空间面板模型的分析 被引量:10

摘要 本文以中国地区工业面板数据为样本,计算得到2002~2018年工业绿色生产率GML指数。通过构建动态空间计量模型,实证结果表明:在中、西部地区,费用型规制与工业绿色生产率之间呈“U”型关系,但东部地区却呈现正向促进作用;投资型规制在中、西部与绿色生产率之间具有负向线性关系,东部呈现正向促进作用;命令控制型环境规制在各个地区均会起到促进绿色生产率提高的作用,但作用不是很大。在未来环境规制策略上,应该针对不同地区、不同产业类型,采取不同的规制措施,避免“一刀切”的做法。 Based on the industrial data of China from 2002 to 2018,this paper uses SBM directional distance function and Luenberger productivity index to measure the regional industrial green productivity and its decomposition,and then examines the im⁃pact of different types of environmental regulation on regional green productivity in China.The empirical results show that there is an obvious improvement trend in China's green total factor productivity,and technological progress is the main source of its growth;in the central and western regions,the relationship between cost-based regulation and industrial green productivity is U-shaped,but in the eastern region,it shows a positive role in promoting,and in the central and western regions,there is a negative linear rela⁃tionship between investment-oriented environmental regulation and green productivity,while in the eastern region there is a positive promotion.The reason for the above regional differences lies in the different industrial structures and the different ways taken by en⁃terprises to control pollution.Finally,command-controlled environmental regulation plays a role in promoting green productivity in all regions,but the role is not very significant.In terms of future environmental regulation strategies,different regulatory measures should be taken to avoid the“one size fits all”approach for different regions and different types of industries.In the long run,it will be more effective to encourage enterprises to gradually approach the“front-end prevention”type of pollution control.Finally,we should adopt a variety of different combination tools of environmental regulation.
