边境派出所基层矛盾纠纷排查工作研究——以西藏地区为视角

Research on the Investigation of Conflicts and Disputes at the Grassroots Level in the Border Police Station--From the perspective of Tibet

基层矛盾纠纷排查化解工作是公安基层工作的重要内容,在刑事案件并不多发的西藏边境地区更是如此。由于边境地区地理位置特殊、宗教民俗融合复杂、担负的责任使命重大,使得边境派出所的基层矛盾排查工作与内地派出所有所区别。当前,西藏地区边境派出所基层矛盾排查化解工作呈现出“以案促查‘特征明显’”、“排查与化解相分离”和“信息化精准管理滞后”等特点。同时面临着“辖区内人口复杂”、“派出所人员分散”和“专业化程度欠缺”等现实困境。为更好应对基层矛盾纠纷排查化解工作,在边境地区创建“枫桥式派出所”,应当从“精准网格管理”、“强化预警机制”、“排查化解结合”和“加强横向合作”等方面进行努力。

The work of investigating and resolving conflicts and disputes at the grassroots level is an important part of the work of the public security at the grassroots level,especially in the Tibet border areas where criminal cases are not frequent.Due to the special geographical location of the border area,the complex integration of religion and folklore,and the heavy responsibility and mission undertaken,the investigation of grassroots conflicts at the border police station differs from that of the inland police station.At present,the investigation and resolution of grass-roots conflicts at border police stations in Tibet shows the characteristics of"promoting investigation by case","separation of investigation and resolution"and"precise information management lagging behind".At the same time,they are facing the real dilemma of"complex population in the jurisdiction","dispersion of police station personnel"and"lack of specialization".In order to better complete the investigation and resolution of grassroots conflicts and disputes,the establishment of"Maple Bridge Police Stations"in border areas should focus on the four parts of"precise grid management","strengthening early warning mechanism","combination of investigation and resolution"and"strengthening horizontal cooperation".
