发展中的农村留守儿童社会福利:一个文献综述

Developing Social Welfare of Left-behind Children in Rural Areas: A Literature Review

儿童社会福利是社会保障的重要组成部分,对于维护儿童特别是农村留守儿童的基本权利具有重要意义。目前我国的儿童福利发展,正从补缺性(或救助型)向普惠性制度转变。以CNKI(中国知网)为主要资料来源,梳理了农村留守儿童研究框架下的农村留守儿童社会福利研究进路,从生活、教育、健康、制度四个方面归纳了当前农村留守儿童的研究现状,探讨了农村留守儿童社会福利的内涵、需求体系、制度评价等热点议题。基于文献的系统分析发现,农村留守儿童社会福利研究已积累了一定的基础,社会保障领域学者的介入推动了研究的专业化;农村留守儿童社会福利将是未来农村留守儿童和农村社会保障的重要研究方向,社会保障专业将成为研究的骨干力量。

Children’s social welfare is an important part of social security. It is of great significance to the growth of children, especially the left-behind children in rural areas, and the maintenance of basic rights. The child welfare system in China is changing from the complementary(or relief) child welfare to Inclusive child welfare.Taking CNKI as the main source of information, this paper explores the research approach of rural left-behind children’s social welfare research under the framework of rural left-behind children research, and summarizes the research status of the four aspects of the child welfare system including the living welfare, education welfare, health benefits and benefits system of rural left-behind children from the perspective of content analysis,as well as the focus discussion of the connotation, needs and systems of social welfare of rural left-behind children.Through systematic review of related literatures, the social welfare of left-behind children in rural areas has accumulated a certain research foundation, and the involvement of scholars in the field of social security has promoted the specialization of research.The social welfare of left-behind children in rural areas will be an important research direction for rural left-behind children and rural social security, which, however, requires paying attention to multidisciplinary intervention and multi-dimensional perspective.
