摘要
随着全国畜牧业发展,针对畜牧业的现实情况进行合理评价与分析,可以为行业的战略调整和优化发展提供有力指导。本研究基于我国14个代表省、自治区相关畜牧业面板数据,通过DEA模型分析全国代表性省、自治区畜牧业的投入与产出进而对动物疫情防控现状进行效率评价,再运用Tobit回归模型探究动物疫情防控效率的具体影响因素。研究表明多数省、自治区畜牧业发展相对有效,纯技术效率是制约动物疫情防控效率提升的关键因素。动物疫情预防和监控力度是提高疫情防控效率的关键影响因素,研发投入力度的提高亦对疫情防控效率有正面影响,防疫机构人员素质和劳动力受教育水平对于提高疫情防控效率具有负面影响。
The development of animal husbandry in the country can provide strong guidance for the strategic adjustment and optimization of the industry based on the reasonable evaluation and analysis of the reality of the animal husbandry.Based on the panel data of 14 representative provinces and autonomous regions in China,the input and output of animal husbandry in representative provinces and autonomous regions were analyzesd through DEA model,and the efficiency of animal epidemic prevention and control were evaluated.Finally the Tobit regression model is used to explore the specific influencing factors of animal epidemic prevention and control efficiency.The research showed that the development of animal husbandry in most provinces and autonomous regions is relatively effective,and pure technical efficiency was the key factor that restricts the improvement of animal epidemic prevention and control efficiency.The prevention and monitoring of animal epidemic situation is the key contributing factor to improve the efficiency of epidemic prevention and control.In addition,the increase in R&D investment also has a positive impact on the efficiency of epidemic prevention and control,while the quality of personnel in epidemic prevention institutions and the education level of the labor force have a negative impact on improving it.
