摘要 近几年京津冀协同发展进程加快,已初见成效。以2008—2018年京津冀三地科技创新效率相关投入和产出指标数据为研究样本,运用超效率DEA模型分析三地科技创新效率时空变化特征,采用复杂系统协同模型计算创新协同度。研究结果显示:1)北京因其性质特殊性,虹吸效应明显,津冀与北京R&D人员投入差距明显,导致三地创新效率差距较大。2)三地经济发展落差导致R&D经费内部支出差异性明显,尤其是天津、河北与北京的差异。3)北京成果转化落地津冀缺乏相应平台。根据三地科技创新协同存在的问题,提出提升京津冀科技创新协同效果建议。 In recent years,the coordinated development of Beijing-Tianjin-Hebei region has been accelerated and initial results have been a chieved.Taking the input and output index data related to the scientific and technological innovation efficiency of Beijing,Tianjin and Hebei from 2008 to 2018 as the research sample,the super-efficiency DEA model was used to analyze the temporal and spatial variation characteristics of the scientific and technological innovation efficiency of the three regions,and the complex system collaboration model was used to calculate the innovation collaboration degree.The research results show that:1)Due to the special nature of Beijing,the siphon effect is obvious,and the R&D personnel input gap between Tianjin and Hebei is obvious,leading to a large gap in innovation efficiency among the three places.2)The disparity in economic development between the three regions leads to obvious differences in internal expenditure on R&D,especially between Tianjin-Hebei and Beijing.3)There is no corresponding platform for the implementation of Beijing’s achievements transformation in Tianjin and Hebei.Finally,according to the problems existing in the coordination of scientific and technological innovation among the three places,the paper puts forward some suggestions to improve the collaborative effect of scientific and technological innovation in Beijing-Tianjin-Hebei region.
