高质量发展是新时代我国经济发展的核心要义,是新时代中国经济从数量时代向质量时代的转型,本质上是生产力和生产关系变革的有机统一。经济高质量发展要求追求更高的质量和效益,但不是对经济数量分析的否定,高质量发展的政治经济学理论溯源于古典政治经济学数量分析。相较于西方经济学的数理分析,新时代高质量发展的政治经济学基于质量的数量分析,其逻辑过程包括数量性和质量性的统一、历史性和逻辑性的统一、工具性和价值性的统一、实证性和抽象性的统一。基于质量的政治经济学数量分析为新时代高质量发展的政治经济学价值旨归指明了方向,即通过量和质的统一来揭示生产关系,发展以人民为中心的具有科学性和人文性质的经济学。

High quality development is the core of China’s economic development in the new era.It is the transformation of China’s economy from the era of quantity to the era of quality.In essence,it is the organic unity of the transformation of productivity and production relations.The high-quality development of economy requires the pursuit of higher quality and efficiency,but it is not a denial of economic quantitative analysis.The political economy theory of high-quality development originates from the quantitative analysis of classical political economy.Compared with the mathematical analysis of western economics,the high-quality development of political economy in the new era is based on the quantitative analysis of quality.Its logical process includes the unity of quantity and quality,the unity of historicity and logicality,the unity of instrumentality and value,and the unity of positivity and abstraction.The quantitative analysis of political economy based on quality points out the direction for the value orientation of high-quality development of political economy in the new era,that is,to reveal the relations of production through the unity of excess and quality,and to develop the scientific and humanistic economics centered on the people.
