总体国家安全观视角下警察反恐行政执法研究

Research on Police Anti-terrorism Administrative Law Enforcement from the Perspective of Overall National Security

总体国家安全观是开展维护国家安全各项工作的总纲领,警察反恐应服务于总体国家安全这个中心。作为反恐工作的主要力量,公安机关承担了打击恐怖主义违法犯罪的职责。当前,反恐工作的重点已由打击向防范转移,行政执法在反恐工作中的比重越来越大。但在实际工作中,警察反恐执法还存在诸多问题,为适应反恐形势的转变,公安机关在反恐行政执法中应树立“大安全观”的理念,坚持防范与打击并重,逐步消除恐怖主义对我国国家安全的威胁,切实捍卫总体国家安全。

The Holistic Approach of National Security is the guideline for all departments including the police to carry out measures concerning the work to maintain China’s security.As the major force to anti-terrorism,the police take the responsibility to battle against terrorism.However,in practice,they are troubled by a series of problems.Currently,the focus of anti-terrorism has turned from passive defense to active precautions,as a result of which administrative punishment is on the rise.With the transfer of focus,in administrative law enforcement practice,the police is supposed to fulfill the suggested expectations in this article.
