ARE主给水隔离功能的运行技术规范管理分析

摘要 多年以来,由于运行技术规范缺少ARE系统(给水流量控制系统)主给水隔离功能不可用的管理要求,一方面使得相关核电机组对ARE系统主给水隔离功能不可用的管理存在显著差异,另一方面也影响运行技术规范的完整性、运行技术规范与监督要求的自洽性,不利于相关核电厂的安全管理。本文通过对ARE系统主给水隔离的安全功能、设计基准事故分析和运行技术规范准则筛选进行分析,阐述运行技术规范要对其进行管理的必要性,通过给出安全要求、事件描述、适用范围、事件组别和应采取的措施来说明怎么进行管理,并使用工程判断结合PSA(概率安全分析)方法给出后撤时间要求。 For many years,the ARE(main feedwater flow control system)main water supply isolation function is out of the scope of OTS(Operation Technical Specification).This has resulted in significant management differences among the relevant nuclear power plant units,At the same time,it also affects the integrity、the self-consistency of OTS and surveillance requirements.This has carry influence in the safety management of nuclear power plants.This paper discusses why the OTS should manage the ARE main feedwater isolation function according to the safety analysis,the relevant design basis accident analysis and the screening criteria of OTS,explains how to manage through giving the safety requirements,the event description,the scope of application,the event group and the mitigation measures,and apply engineering judgment with the PSA(Probabilistic Safety Assessment)analysis combined to give the fallback time.
