创新驱动发展战略下中国R&D投入对经济增长的影响研究

摘要 坚持走中国特色自主创新道路、实施创新驱动发展战略,这是我们党放眼世界、立足全局、面向未来做出的重大战略决策。本文选取2012年~2017年面板数据分析“创新驱动发展”战略下中国R&D投入对经济增长的影响,并分区域探讨比较。整体上,得出经费支出显著地促进经济增长,而人员支出没有达到理想效果,新产品销售收入结果不显著;分区域得出,经费投入对经济发展有显著影响,但影响程度呈东中西阶梯式递减,新产品销售收入对中西部影响显著,但影响程度较小。最后提出明确政府定位,提供支持创新的环境;加强各创新主体间协作,提高创新体系的开放性和明晰各区域间的创新能力存在差异,因地制宜的政策建议。 Adhering to the path of independent innovation with Chinese characteristics and implementing an innovation-driven development strategy is a major strategic decision made by our party with a view to the world,based on the overall situation and facing the future.This article selects panel data from 2012 to 2017 to analyze the impact of China's R&D investment on economic growth under the strategy of innovation-driven development,and discusses and compares it by region.On the whole,it can be concluded that the expenditure of funds significantly promotes economic growth,while the expenditure of personnel has not achieved the desired results,and the result of sales revenue of new products is not significant;by region,It can be concluded that the investment of funds has a significant impact on economic development,but the degree of impact shows a gradual decline from east to west,and the sales revenue of new products has a significant impact on the central and western regions,but the degree of impact is small.Finally,the paper puts forward some polity recommendations,such as defining the orientation of government function,providing an environment to support innovation,strengthening cooperation among innovative subjects,improving the openness of innovation system,clarifying the difference of innovation ability among regions,and adjusting measures to local conditions.
