新冠疫情冲击下中国开放型经济发展思考

Developmental Thinking of China's Open Economy under the Impact of COVID-19 Pandemic

2020年突如其来的新冠肺炎疫情,让世界各国不可避免地陷入了停滞状态,导致国际市场需求严重萎缩,全球产业链供应链面临中断的风险,进一步加剧了世界经济的不确定性和不稳定性。在此形势背景下,我国开放型经济发展既面临着严峻的挑战和风险,也处于重要的战略机遇期。正如习近平总书记所强调的,危和机总是同生并存的。为了更好地把握住机遇并迎接挑战,本文认为可以通过实施扩大服务业开放力度、优化营商环境、扩大内需、支持出口转内销、打造数字经济新优势、实施创新驱动发展战略等措施,加快形成我国开放型经济发展的新优势和新动力,从而更好地促进开放型经济的高质量发展。

The sudden outbreak of COVID-19 pandemic in 2020 has made countries all over the world inevitably fall into a state of stagnation.The demand of the international market has shrunk seriously,and the global industrial chain and supply chain are facing the risk of interruption,which further aggravates the uncertainty and instability of the world economy.In this situation,the China's open economy is not only facing severe challenges and risks,but also an important period of strategic opportunities.As General Secretary Xi Jinping stressed,crises and opportunities always coexist.In order to seize the opportunities and meet the challenges,this article argues that by implementing measures such as expanding the opening up of the service industry,optimizing the business environment,expanding domestic demand,supporting exports to domestic sales,creating new advantages in the digital economy,implementing innovation-driven development strategies and so forth,China can create new advantages and new driving forces for the development of the open economy at a quicker pace,and thereby promote the highquality development of the open economy in a better way.
