Discussion on the Financial Policies in the Development of Marine Strategic Emerging Industries

论文分析了海洋战略性新兴产业发展中的资金援助,提出其趋势和特征,例如,资金分布全面化、金融风险防范专业化、金融服务模式创新。但是,其中仍然存在如缺乏专门的金融机构、缺少详细的融资政策、融资方式单一和金融工具缺乏创新等问题。论文提出建立适合海洋战略性新兴产业发展的金融机制,促进知识产权评估的标准化发展,推出更适合该产业的金融产品,完善风险分担机制,优化金融生态环境等措施。

This paper analyzes the financial assistance in the development of marine strategic emerging industries,and puts forward their trends and characteristics,such as comprehensive distribution of funds,specialization of financial risk prevention and innovation of financial service mode.However,there are still some existing problems,such as lack of specialized financial institutions,lack of detailed financing policies,single financing mode,lack of innovation of financial instruments and so on.The paper puts forward some measures,such as establishing a financial mechanism suitable for the development of marine strategic emerging industries,promoting the standardized development of intellectual property evaluation,launching more suitable financial products for the industries,improving the risk sharing mechanism,optimizing the financial ecological environment and so on.
