水利水电工程变更分析与控制

Analysis and Control of the Changes of Water Conservancy and Hydropower Projects

水利水电项目因其施工复杂、规模庞大、工期较长,是变更易发、多发的工程项目。同时变更比例较高,有些工程变更费用比例甚至超出合同价20%,而且水利水电工程投资巨大,若不加以控制和预防,将会给业主、给国家带来巨大的经济损失。论文结合水利水电工程变更处理经验,分析了目前较为常见的引起变更的原因,提出了相应的应对措施,以期为后续的水利水电工程变更控制提供建议。

Water conservancy and hydropower projects are prone to changes and frequent projects due to their complex construction,large scale,and long construction period.At the same time,the proportion of changes is relatively high.The proportion of changes in some projects even exceeds the contract price by 20%,and the investment in water conservancy and hydropower projects is huge.If not controlled and prevented,it will bring huge economic losses to the owners and the country.Based on the experience of water conservancy and hydropower engineering changes,this paper analyzes the more common causes of changes,and proposes corresponding countermeasures,so as to provide suggestions for the subsequent changes control of water conservancy and hydropower projects.
