新冠肺炎疫情下推进大众冰雪治理能力现代化研究

Improving Modernization of Mass Winter Sports Governance Ability Under COVID-19 Epidemic

新冠肺炎疫情既是对国家治理体系和治理能力的一次大考,也是考验体育治理能力现代化水平的试金石。新冠肺炎疫情给我国大众冰雪行业带来了严重影响,充分暴露出我国大众冰雪治理领域中的短板。结合党的十九届四中全会精神,以社会治理理论为基础,综合运用文献资料法、调查法、访谈法等,探讨我国大众冰雪治理的现实困境,从政府引领主导、社会协同治理、公众多元参与、科技提供支撑、法治有序保障5个方面,提出推进大众冰雪治理能力现代化的实施路径,对于早日实现“带动3亿人参与冰雪运动”的目标、助力北京2022年冬奥会及推动我国体育治理能力现代化具有重要意义。

The COVID-19 epidemic is a major test for the national governance system and governance ability,and it has also become a touchstone of the modernization of sports governance in China.The epidemic has a serious impact on winter sports industry,and has fully exposed the shortcoming of mass winter sports governance.Guided by the spirit of the Fourth Plenary Session of the 19th Central Committee of the Chinese Communist Party,and based on the social governance theory,this paper discusses the practical difficulties of modernization of mass winter sports governance,mainly with the methods of literature search,investigation and interview.The study proposes the implementation path of improving modernization of mass winter sports governance ability in following five aspects:government leadership,cooperative governance,public participation,technological support,and safeguard of laws.It will make theoretical contributions to the goal of“Encouraging 300 Million People to Participate in Winter Sports”,2022 Beijing Olympic Winter Games,and improving modernization of sports governance.
