摘要
新冠肺炎疫情给全球邮轮产业造成巨大冲击,邮轮旅客作为一个特殊群体,在疫情到来时面临的困境尤为突出。旅客来源复杂、邮轮内部医疗体系与防疫机制的不完善、邮轮主体责任划分模糊导致旅客健康无法得到充分保障。因此,亟须全面提升邮轮自身应对疫情的抗风险能力,加快明确不同阶段保障邮轮旅客健康权责任的归属,建立起国际组织之间、国家之间的合作机制以及立法完善机制。
The COVID-19 pandemic has brought great challenges to the liner industry throughout the world.As a special group,cruise passengers are faced with a particularly prominent dilemma when the epidemic emerges.The complex source of passengers,the deficiencies with the onboard medical system and epidemic prevention mechanism,and the fuzzy division of the main responsibilities of the cruise ship can lead to the failure in properly guaranteeing the health of passengers.Therefore,it is urgent to comprehensively improve the anti-risk ability of cruise ships in coping with the epidemic,promptly identify the body to shoulder the responsibilities for protecting the health of cruise passengers at different stages,and establish the cooperation mechanism between international organizations and countries,as well as the mechanism for improvement in legislation.
