论日照港防抗台期间港作锚泊船风险动态预评估和调度规划系统 被引量:3

摘要 为了有效地加强防抗台期间日照港内港作锚泊船的安全风险管控,建立完善的抗台期间日照港内港作锚泊船安全风险评估与论证机制,文中根据对日照各港区港内港作锚泊船抗走锚风力极限的计算,提出了日照各港区港内港作锚泊船风险等级的标准,进一步探讨了日照港防抗台期间港内各港作锚泊船在不同风力条件下的锚泊风险等级,并初步给出了日照港防抗台期间各港作锚泊船防抗台人员的撤离时机和预警标准。在此基础上,提出了进一步研发“日照港防抗台期间港作锚泊船风险动态预评估和调度规划系统”的设计方案。系统除具有台风北上时预先评估日照各港区港内港作锚泊船锚泊风险的功能,还可根据预设的预警标准,判断各港作锚泊船是否需要撤离防抗台人员并确定最佳撤离时机。 In order to effectively strengthen the safety risk control over vessels anchored for port operation in the Rizhao port during anti-typhoon period,so as to establish a better safety risk evaluation and demonstration mechanism for such ships,the paper,based on the calculation of the wind resistance limit of the vessels,puts forward the risk standards for such ships and studies and identifies the risk level of the vessels under different wind conditions during the anti-typhoon period,as well as the personnel evacuation time and pre-warning standards for the vessels during anti-typhoon period.On such a basis,it puts forward the design of the Dynamic Pre-evaluation,Scheduling and Planning System for the Risk of Ships Anchored in Rizhao Port during Anti-typhoon Period.The system not only has the functions of pre-evaluating the anchorage risk in Rizhao port area when typhoon moves northward,but also can judge whether anti-typhoon personnel need to evacuate and determine the timing for the evaculation according to the preset warning standards.
