Classification and Competency Evaluation of Industrial Talents in New Era

摘要 随着科技革命的深入,知识经济时代的到来,人才在产业发展过程中,发挥着越来越重要的作用,尽快培训或引进对应的产业人才,是我国新时期社会主义市场经济发展中,产业持续稳定发展并在全球范围内形成核心竞争力的有效保障。产业人才是指与产业发展过程密切相关的人才,既包括致力于产业宏观整体发展的产业指导者,也包括作为微观主体的产业从业者以及为产业具体项目提供生产要素与服务的第三方人才。根据产业发展模式中的投资、策划、招商和运营四个关键环节,对产业人才在产业发展中所扮演的功能角色进行分类,大致可分为四大类,即产业投资人才、产业策划人才、产业招商人才、产业运营人才。产业人才的胜任力,可通过资本运作、品牌运作、产品运作、商圈运作、管理运作、团队运作、信息技术运作、中国特色运作(公共关系运作)八个模块维度进行全面衡量。 With the deepening of scientific and technological revolution and the arrival of the era of knowledge economy,talents play an increasingly important role in the process of industrial development.Training or introducing corresponding industrial talents as soon as possible is an effective guarantee for the sustainable and stable development of industries and the formation of core competitiveness in the global scope in the development of socialist market economy in the new period of China.Industrial talents refer to talents closely related to the process of industrial development,including not only the industry directors who are committed to the overall macro development of the industry but also the industrial practitioners as the micro subjects and the thirdparty talents who provide production factors and services for specific industrial projects.According to four key links,including mvestment,planning,investment promotion and operation in the industrial development mode,the ftmctional roles of industrial talents in industrial development are classified,which can be roughly divided into four categories,including industrial investment talents,industrial planning talents,industrial investment promotion talents and industrial operation talents.The competency of industrial talents can be comprehensively measured from eight module dimensions,including capital operation,brand operation,product operation,business district operation,management operation,team operation,information technology operation and operation with Chinese characteristics(public relation operation).
