摘要 近年来,通过深化人才评价机制改革,地方人才分类认定的基础性作用不断显现,人才分类认定的科学性不断提高.对32个地方高层次人才分类标准的比较分析表明,地方政府一般根据人才所处的层次将高层次人才分为4~5级。从认定条件看,一般以人才(荣誉)称号、入选人才计划、在学术组织、课题项目或重点实验室中担任一定领导职务、获得奖项、资格证书、职称情况、发表高水平论文等因素进行评价。个别地区也将在企业进行创业、纳税情况作为评价因素。评价中有注重外在荣誉称号、评价标准多头重复、重奖励轻管理等现象,人才集聚的“马太效应”逐渐显现。完善地方人才分类评价,应将高层次人才认定标准规范统一与分类施策有机结合,有效地区分引育性人才计划项目和荣誉性的人才称号,促进人才区域平衡发展和有序流动,加强对引进人才的管理考核。 In recent years,by deepening the reform of talent evaluation mechanism,the basic role of local talent classified identification is constantly emerging,and the scientificity of talent classified identification is constantly improved.The comparative analysis of 32 local high-level talent classification standards shows that local governments generally divide high-level talents into 4-5 levels according to the level of talents.To view from identification conditions,evaluation is carried out generally based on fectors such as whether a talent(honorary)title has been gained,whether he or she has been selected in the talent plan,whether a certain leading position has been held in an academic organization,a project or a key laboratory whether an award,a qualification certificate or a professional title has been gained,and whether a high-level paper has been published.Some regions further regard businesses starting and tax payment in enterprises as evaluation factors.There are some phenomena in the evaluation,such as emphasis on external honorary titles,repeated evaluation standards,and more attention to awards but less attention to management.The“Matthew effect”,of talent gathering is gradually emerging.In order to improve the local talent classified evaluation,we should combine the high-level talent identification standard with the classified policy implementation,effectively distinguish introducible and cultivable talent programs from honorary latent titles,promote the balanced development and orderly flow of talents in different regions,and strengthen the management and assessment of introduced talents..
