摘要
当前,“一园多区”成为国家级人力资源服务产业园发展的主模式。但这一模式也存在服务模式相近,同城竞争等问题。中国广州人力资源服务产业园对“人力资源服务业商圏”的探索,为国家级人力资源服务产业园转型升级提供了一个新模式和新路径。发展商圈模式,可以较好地突破跨行政管理体制的障碍,解决产业业态和政策的趋同化问题,以商圏的“吸引力范围”而非行政区的“管辖力范围”推动人力资源服务产业园联合体的建立,促进区域人力资源服务业协同发展。
At present,"one park with many zones"has become the main development mode of the national human resource service industrial parks.However,this development model also has problems such as similar service models and intra-city competition.The exploration on"human resource service business circle"by Guangzhou Human Resource Service Industrial Park provides a new mode and path for the transformation and upgrading of the national human resource service industrial parks.The development of business circle mode can better overcome the obstacle of crossadministrative-area management system,solve the problem of convergence of industrial business types and policies,promote the establishment of a human resource industrial park consortium by the"attraction scope"of business circle rather than the"jurisdiction scope"of administrative area,and promote the coordinated development of regional human resource service industry.
